The class sets the format
Publishers provide a document class that sets the columns, fonts, title block and reference style. Usually you only change the \documentclass line and the title commands; the rest of your text stays the same.

Each venue has rules: page limit, anonymous submission, reference style, figure formats. Download their official template when one is offered, and read its example file — it shows the commands their class expects (for example \IEEEauthorblockN in IEEE papers).
